Daniel's confession declares that God "does as he pleases" in both heaven and on earth, exercising absolute power without constraint [8]. The Psalms extend this sovereignty over all of nature itself [10], while Isaiah emphasizes God's rule over nations and their power structures, reducing even empires to instruments in the divine hand [13]. Paul's letter to the Romans grounds this sovereignty in God's absolute right to act according to his own good pleasure [1], a prerogative that encompasses the distribution of mercy and the hardening of hearts (Romans 9:15-23).
